Associate Manager Global Trade Compliance (1Year Contract)
Summary:
This position has responsibility for performing all country of origin and preferential free trade agreements evaluatiaon and maintaining compliance data in SAP GTS. Duties also include, but are not limited to, preparing Customs binding rulings, identifying and recommending new global trade processes and procedures and understanding global trade system interfaces and capabilities. This position has responsibility for assigning HTS Classifications and Schedule B codes to relevant company items and supporting the Customs & Trade Compliance Specialist in the evaluation for Free Trade Agreements, as well as country of origin determination. Duties also include, but are not limited to, mainaining Hersheys Global Trade System and other databases to comply with Global Trade Compliance regulations, in addition to providing updated FTA Certificates to Customs Brokers and supporting the other Import Services Adminstrator personel in special projects.
Summary of major duties:
- Research and assign required classification to company’s relevant items. This includes but is not limited to raw materials, intermediate products, packaging, finished goods and equipment. Classification SOP’s must be followed to ensure that all relevant General Rules of Interpretation, General Notes and Customs Rulings are properly cited, and that records are maintained reflecting drawings, technical information or any other supporting data used to achieve a high level of classification accuracy
- Perform yearly reviews to previously assigned HTS codes in order to update any changes to the existent codes.
- Responsible for the determination, system maintenance and record keeping needed to support Hershey’s products for all relevant Free Trade Agreements. Tasks include but are not limited to: Pricing reviews, Cost Analysis Sheet creation, review and submission, liase with MITI as required for approval process, coordinate with functional areas to monitor sourcing changes. Periodic review of standard cost fluctuation to determine adherenece to rules of origin thresholds.
- Maintenance of all records, data integrity and supporting documentation to ensure Hershey is able to support FTA claims.
- Issue FTA Certificates of origin for qualifying items and coordinate with import/export teams for legal submission. Research Hershey item ingredient composition and sourcing to determine Country of Origin based on applicable Rules of Origin. This requires an in-depth understanding of regulations as well as the specific methods (RVC, Tariff Shift and De minimis) to determine Country of Origin.
- This also requires coordination and information gathering across a variety of corporate functional areas including commodities, co-manufacturing, R&D, QRC, and others.
- Maintenance of data and electronic records for Special Programs, HTS classification and Country of origin through Hershey’s Global Trade System, and other databases.
- Maintain Special Programs Matrix. This includes record keeping and audit of FTA Certificates issued by suppliers.
- Oversee daily and monthly review/ audit of Free Industrial Zone reporting requirements. Ensure submission to relevant authorities. Work with appropriate functional areas to ensure purchases and shipments are being properly recoreded.
- Support import/export personnel with any other regulatory trade compliance support.
- Coordinate training requirements with Manager, Imports/Exports.
- Responsible for ongoing maintenance for Hershey’s Import/Export compliance manual.
Minimum Education and Experience Requirements:
- Degree in International Trade, Logistics/ Business or equivalent experience.
- Minimum of 5-7 years related Customs or Import/Export experience.
- Detailed understanding of import processes and customs compliance.
- Detailed understanding of broker operations and business requirements.
- Knowledge of global trade compliance issues.
- Computer skills including data entry, PC, Windows, database and spreadsheet.
- Interpersonal communication skills, relationship management and collaboration skills.
- Attention to details.
- Excellent organizational skills.
- Effective time management/prioritization skills.
- In Depth Understanding of Malaysia and Asean Harmonized Tariff Schedule (eg, General Rules of interpretation, exceptions, rulings, etc).
- Expert understanding of Malaysia Customs Law.
- Advanced technical knowledge of Free Trade Agreements utilized in Asia market, rules of origin and methods for determination.
- Experience working in a Free Industrial Zone or Licensed Manufacture Warehouse.
