Senior Regulatory Manager, Europe (based in London preferred)

      
Summary:  

 

The Regulatory Affairs Senior Manager applies advanced technical, organizational, and project managerial skills broadly to provide leadership and guidance to the business on regulatory matters, recommend options and implement solutions to resolve problems so the product can be brought to market on a timely and costefficient basis. They work with a high level of independence, based on regulatory knowledge and experience in assigned markets, to approve formulas for market and generate and approve product labels. Regulatory compliance of our products in the marketplace can be impacted if internal compliance and approval processes are not followed; this could have financial implications to the company if products must be recalled or if fines are incurred if incumbent duties are not executed flawlessly. 

 
Major Duties/Responsibilities:  

 

Summary of major duties: 


Regulatory Compliance: 

 

Must ensure that team (direct and cross-functional) is adequately trained and equipped with regulatory tools needed to ensure that Hershey’s products sold in country are in compliance to all applicable food laws.

Acts as a subject matter expert in providing regulatory expertise; including; but, not limited to food labeling.   

Provides regulatory guidance and addresses compliance related questions involving existing, new and reformulated products.

Ensure proper regulatory review of consumer package graphics materials

Directs and troubleshoots incidents of high complexity with potential financial and/or regulatory impacts. Partners with cross-functional teams and external customers to ensure communications and action plans are established. Ensures timely and cost-effective resolutions are achieved.  

Liaison for domestic and international regulatory agencies in order to manage product recalls, withdrawals, and recovery. 

Facilitates process/ procedure improvement related but not limited to: change management, incident management, critical product regulatory issues and overall regulatory system improvements. 

 

Business Engagement: 

 

Actively participate in cross functional meetings and provide regulatory guidance to project teams regarding development/innovation, formulation changes, and communication materials (i.e. Stage Gate, Filter, FCRC, etc.)

Support process improvements and label policy changes  

Serve as a Subject Matter Expert on nutrition labeling and provide guidance in risk management decisions in an effort to balance regulatory risk and business operation needs 

Evaluate labeling impact of product reformulations to determine the timing of packaging transitions and communicate changes to the global regulatory teams 

Effectively communicates regulatory reasoning and assesses the impact of business opportunities to Hershey brands 

Collaborates with Legal, R&D Nutrition, Product Development, Quality Assurance, Regulatory Affairs, 
Government Relations, and Supply Chain customers; as well as, external trade associations to gain and share knowledge. 

Effectively communicates impact, and develops compliance plans to respond to new and emerging food regulations, and potential changes/threats 

Develop communication for consumer and customer inquiries pertaining to nutritional labeling 

 

External Engagement and Advocacy: 

 

Coordinates requirements with the local regulatory bodies across Europe for business supportability 

Shaping and mapping the regulations to ensure that the local and regional regulations are aligned with 
international regulations, so the CODEX regulations mapping in the specifications including importing market compliance verification.  

Coordinates / consolidates all compliance requirements (legal, food safety and company norms). Ensures monitoring schemes include all up to date compliance requirements that are country specific.

Proactively monitors regulatory activities in assigned markets; works internally (including with cross-segment / functional partners and distributors) and externally to address and influence proposed regulations to preserve the company’s freedom to operate.

Acts as the lead Hershey Representative for key technical trade associations and government agencies to monitor, resolve, and proactively influence emerging or developing regulation, and resolve regulatory matters as required. 

 

Employee Development and Planning: 

 

Manage and lead regulatory team and support staff (contractors) to ensure business priorities and associated compliance work is completed 

Actively engage with direct reports to ensure training, and development opportunities (CDAP) are assessed for continuous improvement, growth and succession planning 

Continually assess goals of department to ensure needs of business are met, and adapt to potential regulatory/needs in the future.  

Actively plan, and support Strategic goals of the business through strong participation in the planning cycle 

 

Minimum Education and Experience Requirements:

 

Education:     Degree in Science related field 
Experience     10-15 years
