Senior RPO Management Specialist

Location: Makati, Metro Manila, Philippines

 

Summary:

 

Take the lead in recruitment for the Salty plants by aligning hiring efforts with business needs, partnering with local plant teams for strategic support, and managing outsourced recruitment resources to meet volume demands. Collaborate with regional sales leads to address part-time hourly staffing requirements and implement hiring plans accordingly. Additionally, drive continuous improvement in the hiring process by identifying opportunities and working cross-functionally to achieve broader functional goals.
 

 

Major Duties/Responsibilities:

 

Vendor Oversight, Partnership Management & Operational Execution (80%)

  • Manage Requisitions Through RPO: Oversee how requisitions are handled by the RPO partner, ensuring timely and quality delivery.
  • Lead Sourcing Oversight: Supervise the RPO’s sourcing and screening processes for professional-level roles, ensuring alignment with SLAs and hiring goals.
  • Pipeline Monitoring: Ets: Regularly review RPO performance metrics and productivity to ensure adherence to sourcing strategies and KPIs.
  • Weekly Vendnsure the RPO maintains strong, diverse candidate pipelines and proactively addresses gaps.
  • Productivity Audior Syncs: Conduct structured check-ins with RPO leads to review progress, resolve issues, and align on priorities.
  • Business Updates: Provide RPO teams with regular updates on business changes, hiring forecasts, and organizational shifts to maintain alignment.
  • Plant Hourly Hiring Classes: Organize and oversee hiring classes specifically for plant hourly positions, ensuring that the RPO partner understands the unique requirements, timelines, and volume expectations for these roles.

 

 

Strategic Enablement & Continuous Improvement (20%)

  • Continuous Improvement: Identify and implement enhancements to the RPO sourcing model, tools, and workflows.
  • Team Development: Partner with RPO leadership to ensure their teams receive adequate training and development support.
  • Market Intelligence: Stay informed on external talent trends and share insights with RPO partners to refine sourcing strategies.
  • Reporting and Analytics: Analyze sourcing and vendor performance data to inform decisions and present insights to internal stakeholders.

 

 


Minimum knowledge, skills and abilities required to successfully perform major duties/responsibilities:

  • Recruitment Lifecycle Expertise: Deep understanding of full-cycle recruitment processes, including sourcing, screening, selection, onboarding, and compliance.
  • RPO Operations: Familiarity with RPO models, vendor SLAs, and performance management frameworks.
  • Labor Market Trends: Knowledge of current labor market conditions, especially for hourly plant roles and high-volume hiring.
  • HR Systems & Tools: Proficiency in applicant tracking systems (ATS), vendor management systems (VMS), and recruitment analytics platforms.
  • Employment Law & Compliance: Awareness of local labor laws and hiring regulations, particularly for hourly and unionized environments.
  • Vendor Management: Ability to manage external recruitment partners, monitor KPIs, and drive accountability.
  • Data Analysis: Strong analytical skills to interpret recruitment metrics, productivity audits, and pipeline health.
  • Communication: Excellent verbal and written communication skills for stakeholder updates, vendor coordination, and team development.
  • Process Improvement: Skilled in identifying inefficiencies and implementing scalable solutions across sourcing and hiring workflows.
  • Project Management: Capable of managing multiple requisitions, hiring classes, and timelines simultaneously.
  • Strategic Thinking: Ability to align recruitment strategies with business goals and workforce planning.
  • Relationship Building: Build trust and collaboration with plant leaders, HR partners, and RPO teams.
  • Adaptability: Comfortable navigating changing hiring demands, especially in high-volume or seasonal environments.
  • Coaching & Development: Support the growth of sourcing specialists and vendor teams through feedback and mentorship.
  • Execution Under Pressure: Deliver results in fast-paced, deadline-driven settings, particularly during ramp-up periods for plant hourly hiring classes.

 

 

Minimum Education and Experience Requirements:

 

Education: Bachelor’s Degree required, in Business, Human Resources, or related field preferred

 

Experience:

 

  • Must have at least 5 to 7 years of experience in Talent Acquisition or Recruitment Operations
  • Must have at least 2 to 3 years experience specifically managing or partnering with RPO vendors or external recruitment agencies
  • Someone with US/Shared Services Recruitment experience is highly preferred
  • Someone from an RPO is highly preferred
  • Someone knowledgeable in SuccessFactors is highly preferred
  • Amenable to a pure night shift (8:00pm to 5:00am)
