Position Title: Assoc. Mgr Global Trade Compliance Mexico & LATAM

This is a direct and temporary position for 11 months (with a robust benefits package)

 

 

Summary:

This role is responsible for ensuring full compliance with Mexican, LATAM, and international customs and trade regulations across the organization’s operations, by developing and overseeing trade compliance programs, managing regulatory documentation and certifications, and mitigating risks related to import/export activities, while supporting strategic business objectives.

Key responsibilities include managing the coordination and collection of origin declarations and certificates of origin from suppliers, ensuring accurate qualification of export items. It also oversees compliance with the VAT & Excise Duty Certification, AEO Program, PROSEC, Inspection at Origin, IMMEX program, inventory control system (Annex 24) and guarantees precise and timely reporting for Annex 30. Additionally, the position includes conducting monthly random pre- and post-entry audits of import and export files to verify documentation integrity and ensure adherence to applicable regulatory requirements.

 

Major Duties:

30%     Strategic Projects:

Lead strategic initiatives within the trade compliance function aimed at risk mitigation and drive cross-functional projects in collaboration with key internal stakeholders

Create and manage the Global Trade Compliance Dashboard

Implement the first stage of the Global Trade Compliance Program: Policies & Processes

Build a Risk Matrix to ensure compliance on all Mexico’s & LATAM Global Trade programs and certifications

10%     Free Trade Agreement (FTA’s) Management

Leverage FTA’s to optimize import/export operations and reduce costs. This includes identifying duty-saving opportunities, ensuring compliance with rules of origin, managing certificates of origin, and maintaining accurate documentation for audits. The role also involves monitoring changes in trade agreements, training internal teams, and engaging with trade organizations to ensure alignment with evolving regulations.

USMCA Qualification:

Oversight of SAP GTS processes to ensure accurate qualification and timely issuance of USMCA certificates of origin for export/import compliance.

FTA Qualification for Central America, South America, LATAM, and Europe

Oversight of the issuance of Certificates of Origin for products that qualify under Free Trade Agreements applicable to exports to Central America, South America, and Europe.

Declarations Of Origin and Certificates of Origin from Suppliers:

Oversight the request and collection of Certificates of Origin from foreign suppliers and origin declarations from domestic suppliers to support FTA qualification and export compliance

50%     Trade Compliance & Strategic Oversight

Manage relationships with key external partners including customs brokers, foreign trade system providers, and legal advisors to ensure operational efficiency, regulatory compliance, and alignment with trade strategy

Maintain and continuously improve customs and regulatory compliance policies and procedures.

Ensure adherence to local and international trade regulations, including oversight of audits and programs such as:

  • Authorized Economic Operator (AEO)
  • Inspection at Origin
  • VAT & Excise Duty
  • IMMEX
  • PROSEC
  • CTPAT

Conduct monthly audits of 10% of import and export records ensuring accuracy and compliance with foreign trade tax obligations.

Manage electronic record-keeping systems to ensure traceability and regulatory readiness.

Perform preventive audits to identify and mitigate risks in foreign trade operations.

Liaise with legal advisors to address regulatory matters and ensure legal alignment.

Maintain and report through a Compliance Dashboard to monitor key metrics and performance.

Oversee tariff classification (HTS), rules of origin, and customs valuation processes.

Coordinate internal and external audits and respond to inquiries from governmental and regulatory authorities.

Manage relationships with customs brokers, government agencies, and international trade organizations.

Lead cross-functional teams in trade compliance and foreign trade initiatives.

Monitor changes in trade legislation and assess their impact on business operations.

Generate compliance reports and KPIs for senior leadership.

Coordinate and deliver training sessions across the LATAM region to promote awareness and adherence to trade compliance standards.

Lead routine risk assessments for LATAM business units, ensuring alignment with government regulations and industry best practices.

Develop and contribute content for the LATAM section of the corporate trade compliance newsletter.

Provide support in tariff classification processes for LATAM, ensuring accuracy and consistency across operations.

Ensure compliance with customs and regulatory requirements throughout LATAM, supporting business operations and mitigating risks.

Identify and drive cost-saving initiatives for LATAM business units through strategic trade compliance practices.

10%     Talent Development:  

Supervise, coach, and develop the Trade Compliance team, fostering a high-performance culture aligned with regulatory excellence.

Conduct performance evaluations and provide constructive feedback to support individual growth and team effectiveness.

Design and implement training programs focused on customs, regulatory compliance, and Free Trade Agreement (FTA) requirements, soft skills, among others.

Promote continuous learning and ensure staff are up to date with evolving trade regulations and internal policies.

 

Skills and abilities required:

  • In-depth understanding of Mexican customs regulations and international trade law
  • Strong knowledge of Free Trade Agreements and rules of origin
  • Familiarity with compliance programs and certifications such as IMMEX, PROSEC, AEO, CTPAT, VAT & Excise Duty
  • Strong analytical and problem-solving skills for risk identification and mitigation
  • Excellent communication and negotiation skills for working with suppliers, brokers, and authorities
  • Project management skills to lead cross-functional initiatives
  • Ability to lead and develop high-performing teams in a compliance-driven environment
  • Ability to manage multiple priorities under tight deadlines
  • Ability to adapt to regulatory changes and assess their operational impact
  • Fluent in English and Spanish (written and spoken)

 

Education:

Bachelor’s in international business or similar

 

Experience:

Minimum 8 years in Global Trade Compliance area
