Position Purpose
The Senior Engineer, Utilities is responsible for the management, administration, execution, and financial closure of Capital Projects (CAPEX), ensuring full compliance with corporate, national, and safety standards. This role also ensures the continuous availability of utility services (compressed air, chilled water, hot water, steam, condensate return, cooling water, and electricity) to prevent unplanned production downtime. The position supports Good Manufacturing Practices (GMP) to guarantee product safety and quality, while also maintaining compliance with all applicable safety, health, and environmental regulations.
Key Responsibilities
Technical Scope
- Develop and/or contract basic engineering for capital projects.
- Review and manage detailed engineering for all project types.
- Prepare project scopes, P&IDs, and layouts.
- Present technically and economically viable investment proposals.
- Identify opportunities for improvement and technology upgrades in Utilities and Facilities.
- Evaluate production lines to justify investment projects.
- Collaborate with cross-functional teams to review and present investment proposals.
- Supervise construction activities across disciplines (mechanical, electrical, civil, instrumentation, etc.).
- Coordinate project start-ups with all functional areas.
- Report progress and ensure compliance with corporate standards and metrics.
Operations & Team Management
- Supervise and manage a team of technicians and contractors.
- Coordinate preventive, corrective, and proactive maintenance activities.
- Conduct weekly safety talks to prevent incidents and near misses.
- Schedule weekly preventive maintenance to avoid production line stoppages.
- Troubleshoot and resolve utility-related issues affecting production.
- Request spare parts and manage procurement with the Utilities & Facilities Planner.
- Oversee external contractors to ensure quality, safety, and compliance.
- Collaborate with planning teams to optimize preventive maintenance strategies and meet departmental KPIs.
Key Challenges
- Generating CAPEX proposals for Utilities & Facilities improvements.
- Maintaining equipment in base condition to prevent downtime in WWTP and Reverse Osmosis systems.
- Developing continuous strategies to ensure high cogeneration efficiency.
- Ensuring optimal operation of air handlers, ramps, and automatic doors across the plant.

Required Qualifications
Education
- Bachelor’s degree in Industrial, Chemical, Mechanical, or Electrical Engineering.
Experience
- 3 to 6 years managing projects in Utilities & Facilities.
Technical Knowledge
- 85–90% English proficiency.
- Proficiency in AutoCAD.
- Expertise in utility systems (water, steam, air, HVAC, etc.).
- Strong critical thinking, problem-solving, and data analysis skills.
- Budget management and strategic maintenance planning.
- General knowledge of civil, mechanical, electrical, instrumentation, and control disciplines.
